N2 - Technological development in the international arena, has forced countries to find economic, political and educational alternatives that help to achieve an optimum level of development that meets the needs of society. At this time, public and private educational institutions in the country, are subject to assessment in quality and efficiency for subsidies and government support. The basic economic resource-the means of production is no longer capital or natural resources or work. Now it is and will be knowledge. The crucial factor of wealth creation. "Human capital... is the ultimate basis of the wealth of nations capital and natural resources are passive factors of production. Human beings are active agents who accumulate capital, exploit natural resources, build social, economic and political, and carry forward national development. (Drucker, 1993). It is clear that a country can not develop the skills and knowledge of its people, and use them effectively in the national economy can not develop anything else. The purpose of this study, represents only an initial project to identify the essential historical references to perform a first approximation of comparative kind on the social historical overview of scientific activity and its institutionalization.
