Abstract

This article analyzes information and communication technologies (ICTS) as a common-pool resource. Using the Institutional Analysis and Development framework (IAD) the article analyzes the case of telecommunication investment at the municipal level in Mexico. The article develops a game theory model showing the need for inter municipal coordination and cooperation. In a market with a monopolistic provider of telecommunications, municipalities need to coordinate in order to receive high payments from their investment in information technologies (IT). The article also defines digital poverty lines and presents a probit estimation of its determinants. It presents cases of ICT access in eight municipalities in Oaxaca, Mexico. The article makes policy proposals for a municipal telecommunication fund that would allow coordination and cooperation in telecommunication investment. It also stresses the importance of open platforms and citizen participation.
