Experta en Evaluación de Políticas Públicas por la Universidad de Sevilla. Sus temas de investigación se relacionan con las Finanzas Públicas Estatales y Municipales, las Capacidades Institucionales para el Desarrollo Local y con los Estudios Organizacionales en Educación Superior. Miembro de la Asociación Nacional de Evaluadores de México A. C. (ACEVAL), de la Red de Investigadores en Gobiernos Locales A. C. (IGLOM) y Comité Editorial de la Revista Innovación Educativa. Dos de las tesis dirigidas por ella han ganado premios nacionales, uno otorgado por Price WaterHouse Coopers, UNAM y el Banco Interacciones y otro por la Academia Mexicana de Investigación Turística.
